Authorities said a woman called 911 around 2 p.m. Monday to report that a man was looking at her inside the restroom at the structure on the 500 block of Harbor Boulevard.
When officers arrived at the scene, they found the suspect, 40-year-old Thomas Lennon, inside the men's restroom. He appeared to be under the influence of a controlled substance, police said.
Lennon was arrested and transported to Ventura County Jail.
