State Sen. Mark DeSaulnier (D-Concord) introduced Senate Bill 1388 Monday. It would allow drivers to park at a broken meter for the posted time limit without getting a ticket unless they are otherwise notified.
The bill also requires cities and counties to clearly post their rules for broken parking meters so people are not unfairly ticketed.
The bill is sponsored by the Automobile Club of Southern California. The Auto Club has 10 million members in California and reports that member complaints are on the rise as meter technology is changing and ticket fines are getting higher.
DeSaulnier is the Chair of the Senate Transportation and Housing Committee and represents the Seventh Senate District, which includes most of Contra Costa County.
