Syria cease-fire deal in jeopardy; government refuses pull out

Government troops were supposed to pull out of population centers by Tuesday morning, but now the government says it won't do that until it receives written guarantees from rebels that they'll lay down their weapons.

Meanwhile, Turkey says Syrian forces fired across the border at a refugee camp, killing at least one person and wounding three others.

In a new report Monday, a human rights group says it has documented the execution of more than 100 people by Syrian forces. The group says 85 of those were civilians.
