Ross, who directed the first film, confirmed he won't have a part in Lionsgate's sequel, "Catching Fire," ending days of speculation.
Ross called directing "The Hunger Games" the happiest experience of his professional life but decided not to direct the sequel because of the tight production schedule.
He also denied reports that negotiations with Lionsgate had been problematic.
"Catching Fire" is scheduled for release in November 2013.
