The officers in a squad car broadsided 27-year-old Jovanna Lugo as she pulled out of her driveway in Sylmar.
Witnesses say the officers were traveling at twice the speed limit, which was 35 mph, without the headlights or sirens on. They were not responding to an emergency.
The LAPD has paid about $30 million to resolve about 400 traffic-related lawsuits over the past decade. Dozens of cases are still pending.
