The incident happened in the 400 block of South Birch Street around 5 p.m. Tuesday.
According to police, the girl and her mother were walking on a sidewalk when the girl darted into the street.
A driver in a dark-colored SUV then hit and dragged the girl about 15 yards before taking off.
The victim sustained non-life threatening injuries to her head and body.
The investigation is ongoing.
