Alouette Day-Moreno-Baltierra was found on the campus of the University of Kentucky in Lexington Thursday.
Campus police say they found her with a woman who claimed to be the girl's grandmother.Officers questioned her because the girl wasn't properly dressed for the cold temperatures.
During the investigation, officers discovered that the girl had been reported missing from Los Angeles on Oct. 15.
"The child had gone missing, and the mother evidently didn't know where she was," said University of Kentucky Police Chief Joe Monroe.
The grandmother, identified as Maria Baltierra-DeJesus, was charged with endangering the welfare of a minor and custodial interference in Kentucky. Baltierra-DeJesus, a resident of New York, could face additional charges in California.
The girl is currently in the care of Child Protective Services until she is returned to California.
