The incident happened Thursday night at a strip mall in the area of Garden Grove and Beach boulevards.
Police say two officers were investigating a parked suspicious vehicle when the driver backed up, then drove toward them.
One officer opened fire, hitting the car and the driver. The driver was rushed to the hospital and went into surgery. His condition was not immediately available.
The officers were not hurt.
