Investigators said Todd Bartee exposed himself to the girls near Oso Parkway and San Rafael Drive around 10:52 p.m.
Deputies say the suspect then got into a vehicle and drove away.
The father of one of the girls spotted his license plate and tracked Bartee down at his home where authorities made their arrest.
Bartee was booked on suspicion of indecent exposure.
