Every year, the magazine decides which celebrities continually stun on the red carpet. The taste-making actress likes thinking out of the box when it comes to her designer choices.
The 36-year-old old star of ABC's "Scandal" told People that for her, it's all about balance.
"It's not dressing like a nun, and it's also not dressing like I'm in a swimsuit competition. It's finding the middle ground," she said.
Washington, selected by the magazine editors, works with stylist Erin Walsh.
