They reportedly got the owner's attention, then took cash from the counter and stole her purse.
The women got away before anyone realized what happened.
"For someone to carefully plan this, to come in, engage the owner, then steal her jewelry and all her money, they must be brought to justice," said Gardenia Soto, the victim's daughter.
Police believe the suspects are part of a growing number of robberies committed by women in the north San Fernando Valley.
