The National Transportation Safety Board released a preliminary report Thursday.
A Cessna 525A Citation slammed into a hangar at the airport on September 29, collapsing the structure onto the plane and starting a fire. All four people on board were killed.
The NTSB report found the plane's tires were fully inflated and had no unusual wear patterns, and there was no airplane debris on the runway.
"The Federal Aviation Administration control tower local controller reported that the pilot did not express over the radio any problems prior to or during the landing," according to the NTSB.
The plane was arriving from Hailey, Idaho.
