The blaze was reported at an apartment building in the 500 block of North Hill Avenue around 1 a.m.
Firefighters raced to the scene and evacuated dozens of people out into the near-freezing temperatures.
Police brought their mobile command vehicle to the scene to give the elderly and sick shelter from the cold.
The fire was estimated to have caused $400,000 in damage.
