Neighbor Tom Fordham says he was surprised to find the 28-year-old woman and the boy on his porch at 1 a.m. on Tuesday. He called 911, saying the woman could barely talk.
Authorities say it was 39 degrees outside and the toddler was not dressed for the cold weather. He was in a T-shirt and soiled wet shorts.
"It's not every day that you walk outside and see a little kid on your porch, so as far as being worried, I was concerned," said Fordham.
Candace Long has been charged with child neglect. Deputies say she was staying with the boy's family down the street and was asked to watch the child, but did not have permission to take him anywhere.
It's unclear how long the two were out in the cold, but the boy did not appear hurt. According to investigators, Long told deputies she was drinking because it was her birthday.
