Keane Dean, of Santa Clarita, was allegedly staring at women while masturbating in the men's department on Feb. 28 at about 1 p.m. After ejaculating, he used two shirts to clean his hands and pants, police said, and then stole two pairs of socks from the store.
Officers arrested Dean outside the store for burglary, indecent exposure and vandalism.
The Los Angeles County District Attorney's Office charged him on Tuesday for indecent exposure and burglary.
