LAKE ELSINORE, Calif. (KABC) -- Lake Elsinore residents are looking for a solution because shopping carts dumped all over the streets in fields are becoming a problem.

The City Council considered an ordinance Wednesday night to require grocery stores to pick up any shopping carts off their property within 24 hours. The ordinance would also require stores to submit plans on what they can do to keep the carts on their property.
