PASADENA, Calif. (KABC) -- The Pasadena City Council declared a local water emergency on Monday, putting tougher water restrictions into effect.

There is now a 20 percent conservation goal. The city's Level 1 Water Supply Shortage Plan is also in effect, which calls for immediate mandatory water restrictions and permanent water waste prohibitions.

Implementation of the plan means watering is limited to three days per week in summer and one in winter. All leaks must be repaired within 72 hours.

Fines for repeat offenders can be up to $500 for residences and $1,000 for commercial properties.
