'Rough' San Bernardino neighborhood to undergo big change

SAN BERNARDINO, Calif. (KABC) -- A San Bernardino neighborhood, described by residents as a rough place to live, is about to undergo a big change.

Monday marked the groundbreaking on a major redevelopment project.
