No charges for ex-CHP officer seen beating woman on freeway

LOS ANGELES (KABC) -- Charges won't be filed against a former California Highway Patrol officer who was caught on camera beating a woman walking along a local freeway.

Marlene Pinnock was seen last July walking barefoot on the eastbound 10 Freeway near the La Brea Avenue on-ramp in the Mid-City area.

That's when CHP Officer Daniel Andrew tackled Pinnock to the ground on the roadside shoulder and began punching her in the face. A motorist recorded the incident on his cellphone, and the videotaped beating went viral, causing controversy and outrage.

The CHP says Andrew was trying to prevent Pinnock from running into traffic lanes.

Pinnock was taken to Los Angeles County-USC Medical Center for psychiatric evaluation following the violent confrontation.

Pinnock's attorney, Caree Harper, has said that her client suffers from bipolar disorder and that she had been off her medication for months prior to the confrontation with Andrew.

The CHP reached a $1.5 million settlement with Pinnock, and Andrew has resigned.

The Los Angeles County District Attorney's Office decided there isn't enough evidence to prove Andrew used unreasonable force during the incident.

Pinnock was detained in October after she was seen wandering barefoot again, not too far from where she was beaten in 2014. She was detained and transported to Los Angeles County-USC Medical Center for a mental health evaluation.
