Authorities say the two men pulled up next to him in a car and asked him if he was in a gang. Police say when Shaw said no, but they shot him anyway.
Hundreds gathered Tuesday night at the spot of the shooting to mourn the teen.
Jamiel's teammates gave one last football chant in his memory.
Mayor Antonio Villaraigosa attended the vigil and listened to concerns from L.A. residents about the violence between blacks and Latinos. Some claim his violence claimed Jamiel's life.
"He didn't do anything that warranted this, you know, he did everything he was supposed to do not to be a target, but yet he was still targeted," said "Bloodhound," a gang member. "This is sad and it's something that is happening over and over again."
Although Jamiel was not in a gang, investigators still believe the murder was gang motivated.
Jamiel was a promising football star who had attracted attention from several colleges.
