Davis proposes 25-cent fee for bags

LOS ANGELES Assemblyman Mike Davis of Los Angeles authored the bill, which is also sponsored and endorsed by L.A. County. It would require all large grocery stores and pharmacies to charge 25 cents per plastic bag.

It's the latest effort to reduce the use of the bags, both for economic and environmental reasons.

Opponents of the bill say California should wait to see the effects of a current law, which encourages recycling of plastic bags.
