Study: Teen ignore N.C. cell phone law

A new study finds laws prohibiting teenage drivers from using cell phones are being largely ignored. The Insurance Institute for Highway Safety studied teen drivers in North Carolina, finding they use their cell phones about the same amount as they did before the law took effect there in 2006.

Researchers say parental influence appears to be just as important as the threat of fines in keeping students off the phone when behind the wheel.
