"It's a very realistic plan. It's been vetted by all the experts. We believe it can work," said Assemblyman Dave Jones.
Republicans say it would burden people already suffering from the weak economy.
"We've been sitting on this budget bill, obviously it didn't have Republican support, but what we're doing today doesn't have Republican support, there's been nothing but a delay tactic," said Assemblyman Roger Niello.
The 45 to 30 vote Sunday night was the first since the state began its new fiscal year on July 1 without a budget.
