At his first board meeting on Tuesday, Ridley-Thomas will introduce his proposal to do just that.
Emergency and in-patient services were halted in August of last year, after the hospital failed a crucial federal inspection.
Ridley-Thomas says the community just can't afford to have the hospital closed.
