Scoggins is a registered nurse. He was in charge of caring for West after she returned home from a plastic surgery procedure in 2007.
She died unexpectedly a day later.
Among other things, an autopsy report revealed West died of coronary artery disease.
Given that pre-existing condition and the extensive surgery, authorities say she should have received post operative care in a recovery center.
Authorities are now trying to determine if Scoggins was negligent in his care.
