Council to consider mayor's budget plan

LOS ANGELES The mayor's proposal includes raising the fee to spay or neuter pets, adding fewer left turn arrows on city streets and selling under-used fire stations and libraries.

L.A.'s deficit for the 2009-2010 fiscal year is expected to be $432 million.
