Police believe Payan was shot in the head, then dumped and set on fire to cover evidence.
Investigators are looking for the victim's missing blue 2005 Jeep Cherokee with California license plate 5NTF624.
Anyone with information is urged to call the Montebello police detective bureau at (323) 887-1263.
"The important thing for us is to try to find out friends, people that he had any kind of disagreements with, to give us somewhere to start about what could have caused this to happen." Said Montebello police Sgt. Luis Lopez.
