LOS ANGELES /*United Teachers Los Angeles President A.J. Duffy*/ says Tuesday that negotiations with the /*Los Angeles Unified School District*/ are currently stalled over health care cuts, layoffs, testing of students and other issues.

The vote would occur March 20 to March 25.

/*Ramon Cortines*/, district superintendent, says the strike authorization vote will not affect negotiations. He says the district is trying to preserve health benefits and reach a new contract swiftly.
