The Los Angeles County Coroner's office identified the fatality as Steven Alex Sanchez, 19, of Pico Rivera.
Three other people, including the driver of the car, were transported to the hospital with moderate to minor injuries.
The CHP says they were in a Ford Mustang that veered off the highway and fell 30 feet down a cliff.
The cause of the accident was under investigation.
