A warning is no longer required to kick someone out and people can be banned for up to 30 meetings.
Earlier this month, a man wearing a Klan outfit prompted an outcry, and several council members walked out.
That man, who is black, says he was protesting the city's failure to pay him money he was awarded in a free-speech lawsuit.
