Budget officials want LAPD hiring freeze

LOS ANGELES The city faces a $530 million budget deficit.

/*Chief William Bratton*/ and /*Mayor Antonio Villaraigosa*/ are denouncing the proposal, saying it would reverse the city's falling crime rates. Both have made it their mission to increase the ranks of the department to 10,000.

Hundreds of officers are expected to retire this year.
