It was 75 percent contained by 3 p.m., with full control expected by 6 p.m. Friday, she said.
An evacuation order affecting the Bear Creek Golf and Country Club, on Bear Creek Drive in Murrieta, was lifted after 1:40 p.m.
About 185 firefighters, including helicopter and plane crews fought the blaze, Hagemann said.
The cause of the fire was under investigation.
