The very next day, the Los Angeles City Attorney's Office revealed a draft of a proposed ordinance that would be one of the state's most restrictive. The plan would force most dispensaries to close immediately and impose a six-month waiting period in order to apply for permission to open.
The ordinance would also outlaw over-the-counter sales of medical marijuana. The council could consider the proposal as soon as next week.
