Investigators say Jenkins got off the freeway at the Victoria off ramp. He finally pulled over for officers at the intersection of Victoria and Valentine.
Police say the pursuit reached speeds of 65 mph and lasted about five minutes.
Traffic on Victoria was shut down in both directions for about five minutes while Jenkins and his passenger were removed from the vehicle.
Jenkins was arrested for driving under the influence and attempting to evade police. His passenger was questioned and released.
