Pipe bursts, leaves car partially submerged

ECHO PARK, Calif. Crews arrived near the intersection of Council and North Park View streets at about 4:30 a.m. to begin repairs on 8-inch pipe that burst at about 2 a.m.

A black Lexus had been parked right where the water main ruptured. Although flooding didn't affect the entire street, it was concentrated outside a cluster of homes to partially submerge the Lexus.

Efran Navarro, owner of the Lexus, said he came home to find that his car was lopsided.

"I didn't know what was going on. I see water gushing, and next thing you know, it was my car. I thought it was an accident," Navarro said.

Officials said about 30 residents were affected.
