It happened just before 3:00 p.m. Saturday afternoon at the Granite Run Mall on West Baltimore Pike in Media.
State Police say an alert mall security guard noticed a man with a shopping bag that had a round hole in the bag and a camera protruding from the bag.
The man was reportedly maneuvering the bag to look up the skirt of an underage girl.
State Police were called in and arrested 32-year-old Michael Stankus of Philadelphia and charged him with invasion of privacy.
Police say Stankus admitted to them positioning the camera to look up the skirt's of three other girls at the mall.
Police seized the suspect's iPhone and a camera.
He faces invasion of privacy charges.
