He went to 10 banks to get all the pennies to pay the bill of $301.72.
He used a hand truck to carry all the pennies.
"I doubt even the city of Hartford knows the number of people that have never sent back their plates," said Kiros.
"We have machine counters back there that'll be working overtime. But, they're not in the union, so they can stay on late," said tax collector Marc Nelson.
After all that, Brian was short a $1.72, but he was able to cover that, and he got a receipt for taxes paid.
