Sex offender Halloween ban not approved

PERRIS, Calif. Tuesday night, council members skipped over a proposal that would have required offenders to keep their lights off on Oct. 31 and stay clear of trick-or-treaters.

Some council members called the proposal unenforceable while others cited possible civil rights issues.

Instead, sex offenders will receive warning letters, advising them not to interact with children on Halloween.
