Emergency response team taped in mock torture

INDIANAPOLIS, Ind.

The video, taped by members of law enforcement in Indianapolis, Ind., shows three people wearing uniforms and holding a knife to an animal's throat. The animal head is then shot with a stun gun.

A person is also narrating on the tape about being guilty of terrorism.

The video appears to be shot with a night vision camera.

Some officials see no training value in what is seen in the video.

"If they're using tax payer's equipment to do something of that nature, I think that's wrong and they shouldn't be doing that," said Dennis Fishburn, a Marion County Sheriff candidate.

The video was made by members of the Marion County Sheriff's Department members of the Critical Emergency Response Team.

It's now part of an internal investigation in relation to hazing.
