A high-risk sex offender, who took off his GPS tracking device, has surrendered to authorities.Valentino Rodriguez Jr. was taken into custody Thursday morning, on the 5800 block of East Olympic Boulevard in East Los Angeles. He was paroled on Oct. 4, but on Monday, he removed his tracking device at an Arco gas station in South Los Angeles.
