Auditors: Bell leaders mismanaged millions

BELL, Calif. Assemblyman Hector De La Torre said he scheduled the hearing because he wanted to give residents of the working-class city a full account of what had happened.

About 300 residents filled a school auditorium to hear auditors from the state Controller's office speak about Bell officials.

Auditors said city leaders had collected $6.8 million over the last three years by illegally raising property taxes, sewer assessment fees and business licenses.
