State health experts say California has cut down on unnecessary hospitalizations, but some people are still hospitalized too often. In particular, African Americans fall into that group, experts say, because of a lack of access to healthcare.

Researchers looked at 15 medical conditions normally considered to be ones not requiring hospitalizations.

For 10 of them, hospitalizations went down by 6.8 percent.

But for the other five, including diabetes complications, hospitalizations went up.

African Americans have the highest hospitalization rate of any ethnic group in the state, mostly due to heart disease.
