Universities in the Cal State system are being urged to admit local students first.

This year, San Diego State became the first of the 22 Cal State schools to turn away local students, in favor of more qualified applicants who were not from the metro area where the school is located.

The State Legislative Analyst's Office is now urging lawmakers to guarantee the right of all qualified students to enroll in their local Cal State school.
