One of the most strictly enforced rules in boating is the harbor speed limit. Usually it's 5 knots, or just less than 6 miles per hour.

In Newport Beach they're thinking of relaxing that rule for yacht club events, sail and crew racing.

The harbor commission and harbor patrol have been talking about it for years.

They say boating organizations are very good about policing their own activities and maintaining safe conditions. So the city has proposed a special permit system to allow organized groups to pick up the pace.

A final decision could come this summer.
