The Los Angeles County Department of Beaches and Harbors is blaming budget cuts for the show's fizzle-out. Thousands of spectators usually watch the fireworks from the shore or aboard boats.
The department notes that beaches, parks, restaurants and other businesses will be open, and it should be a good day for fishing and boating.
