The 40-year-old was found tangled in a kelp bed about 250 yards from Heisler Park. He was rushed to Mission Hospital, where he died.
Family members called police when he didn't return home from work on Thursday.
Officials say the diver finished work early and decided to go spear fishing. He was found with his spear and without an oxygen tank.
Investigators think he may have been free-diving, and are now trying to figure out what happened.
