Anthon Chevalier, 33, of Oxnard, was arrested Saturday on suspicion of DUI, hit-and-run driving and participating in a street race.
Chevalier allegedly was behind the wheel of a car that raced a red Ford Mustang, which blew by a stop sign at Maulhardt Drive and Latigo Avenue and collided with an SUV carrying a family.
Torrey Austin, the driver of the Mustang, remains in the hospital recovering from injuries. Charges against him are pending.
Officers served a search warrant at Chevalier's home. The car believed to be involved in the incident was impounded for further investigation.
The force of the impact caused the SUV to flip over, trapping the family inside. Firefighters had to use the Jaws of Life to extricate the 35-year-old father, wife, two teenage boys and 6-year-old daughter from the SUV.
The medical status of the family has improved. The father was in stable condition. The girl continued to get treatment.
