Los Angeles Superior Court Judge Joseph Biderman issued the restraining order against David Cocordan on Wednesday in Santa Monica.
/*Lohan*/ said Cocordan sent her more than 100 strange text messages and left chocolates at her house.
A judge granted a temporary restraining order in May, which prohibited Cocordan from attempting to meet or contact the actress.
According to court documents, Lohan said she was frightened of the 38-year-old man.
In one text message, Cocordan claimed he was in the courtroom in April when the 24-year-old actress was sentenced to 120 days in jail.
