Authorities closed down streets Saturday morning near the Chase Bank in the 2300 block of El Toro Road in Lake Forest.
An Orange County sheriff spokesman said a man told people in the bank he had anthrax in his backpack.
He left, but deputies tracked him down in his car. It turned out the contents in that backpack were harmless.
Steve Shapiro, 55, faces charges of making criminal threats.
