Officials said it started as a complaint about a loud party early in the morning. After police left, witnesses said they saw the suspect shooting out car windows in the 5300 block of North Radford Avenue.
Officers returned to the scene, and that's when the standoff began. Police evacuated and surrounded the entire building about 9 a.m.
The suspect was arrested around noon.
A woman was also taken into custody.
